ODOT District 1 turned to WD to determine the reasons for traffic congestion and high-accident rates throughout a 2.16-mile corridor in urban Lima, Ohio. Through extensive research and public input, WD made recommendations to increase safety for the motoring public. The corridor is located on S.R. 117 and S.R. 309, from Elm Street to Greely Chapel Road and Williard Avenue to Devonshire Drive, respectively. Heavy traffic and an abundance of access points characterize the corridor. As development has grown, access management standards and policies have been absent, resulting in driveways inundated throughout the highway. S. R. 117 and S.R. 309 have also been identified on the Highway Safety Program listing of high accident locations in Ohio. WD reviewed traffic accident reports to determine if any geometric deficiencies exist within the corridor. In addition, traffic capacity analyses were preformed to determine if level of service improvements could be made. Stakeholder and public meetings were held to disseminate necessary information and to solicit input about the project.
